It will make lots of torque and very good power. But since you want the 400, then just build a 400 (406 at .030 over bore). It can run as cool in an S-10 as it did in the pickups that most of them came in. It can have more torque and more power than the 383. In the first place, it's a big block, so the engine will be a lot stronger. Also, look at it dollar for dollar, the SBC has to be built up to get 383 cubic inches. The MOPAR starts there. The MOPAR has much better cooling, due to the full length water jackets in the block. You can mount inexpensive MOPAR 440 heads on it, giving it bigger valves ...A 383 will be a better general performance engine, particularly in a truck, because it'll make good low rpm torque with the smallish bore and long stroke, whereas a 377 is a better race engine in a light weight car because of the rpm (read: horsepower) potential. The chevelle is a 3.08 and the camaro has a 3.90 with similar first gear ratios. 406 needs more gear than you might think. Obviously depends on a cam but a performance build you really want to see a 3.36-3.73 gear assuming a tire size in the 26" area. I think it would be a lot more to build a 383 compared to a 396. At least were I'm at, there are the '66-'67 396 blocks everywhere and they all have steel cranks.
